4 In this Act, except where the context otherwise indicates - 'administrative region' means an administrative region created by the Minister under section 2 (2); [Definition of 'administrative region' inserted by s. 1 (a) of Act 66 of 1998.] 'court' means a magistrate's court; 'court of appeal' means the High Court to which an appeal lies from the magistrate's court;
