Applicability: Functional Entities: Transmission Owner that owns a Transmission station or Transmission substation that meets any of the following criteria: Transmission Facilities operated at 500 kV or higher. For the purpose of this criterion, the collector bus for a generation plant is not considered a Transmission Facility, but is part of the generation interconnection Facility.
