PURPOSE Permits agencies to provide paid LEAVE to employees for vacation or other personal purposes. DEFINITIONS. Accrual Rate The rate at which an employee earns paid time off. For ANNUAL LEAVE , the rate is based on the years of salaried state service credited to the employee for this purpose and the percentage of hours worked in a 40-hour workweek. Anniversary Date Date used in the Personnel Management Information System (PMIS) to calculate state service for ANNUAL LEAVE and other purposes.
