The publication is available for free on the Internet at All of the sampling plans presented in this handbook are based on the assumption that the packages constituting the sample are chosen at Random from the inspection lot. Randomness in this instance means that every package in the lot has an equal chance of being selected as part of the sample. It does not matter what other packages have already been chosen, what the package net contents are, or where the package is located in the lot. To obtain a Random sample, two steps are necessary.
