CHAPTER 9 - HIGHWAY DESIGN 9.1 GENERAL This chapter provides policies, procedures, and methods for developing and documenting the design of highways. It also includes the preparation of plans, specifications and estimates (PS&E) for new highway construction, reconstruction and RRR (Resurfacing, Restoration and Rehabilitation) improvements.
