T Cohen L Moodley 1 Introduction The fundamental goal of the International Labour Organisation (ILO) is the achievement of " DECENT and productive work for both women and men in conditions of freedom, equity, security and human dignity".1 The concept of DECENT work "is based on the understanding that work is not only a source of income but more importantly a source of personal dignity, family stability, peace in community, and economic growth that expands opportunities for productive jobs and employment.
