International Qualifications Frameworks September 2014 Page 1 Developing an American Credentials framework : Learning from International Experiences and Re-Examining the Credentialing System Since the late 1990s, the development of national Qualifications Frameworks (NQFs)1 has been a major international trend in reforming national education and training credentialing systems, initially mostly among English-speaking developed countries. To date, over 150 countries throughout the world have recognized their value to economic competiveness and the desire to attract skilled talent to their economy. While there are a number of potential benefits, as many studies attest to, the international experience suggests that the development of an NQF can also be technically, institutionally and financially demanding.
