department of defense Instruction NUMBER june 16, 2009 Incorporating change 3, effective May 19, 2016 USD(P&R) SUBJECT: Leave and Liberty Policy and Procedures References: See Enclosure 1 1. PURPOSE. This Instruction reissues DoD Instruction (DoDI) (Reference (a)) and incorporates and cancels DoD Directive (DoDD) (Reference (b)) and Under Secretary of defense for Personnel and Readiness (USD(P&R)) Memorandum (Reference (c)), in accordance with the authority in DoDD (Reference (d)), to establish policy and procedures for leave, liberty (pass), and administrative absences that shall: a. Be consistent with uniformity required of the Armed Forces of the United States according to s ection 704 of title 10, United States Code ( ) (Reference (e)) and the requirements of Secretary of defense and Under Secretary of defense for Personnel and Readiness Memorandums (References (f) and (g)).
