Department of Defense INSTRUCTION NUMBER June 16, 2009 Incorporating Change 3, Effective May 19, 2016 USD(P&R) SUBJECT: leave and Liberty Policy and Procedures References: See Enclosure 1 1. PURPOSE. This Instruction reissues DoD Instruction (DoDI) (Reference (a)) and incorporates and cancels DoD Directive (DoDD) (Reference (b)) and Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum (Reference (c)), in accordance with the authority in DoDD (Reference (d)), to establish Policy and Procedures for leave , Liberty (pass), and administrative absences that shall: a. Be consistent with uniformity required of the Armed Forces of the United States according to s ection 704 of title 10, United States Code ( ) (Reference (e)) and the requirements of Secretary of Defense and Under Secretary of Defense for Personnel and Readiness Memorandums (References (f) and (g)).

Service members are provided a monthly leave balance update on their Leave and Earning Statement. The Service member is required to provide that balance when requesting leave. e.
