FACILITY HAZARD VULNERABILITY ASSESSMENT tool . VERSION USER'S GUIDE. This User's Guide is intended for use with the Hospital HVA tool V for individual hospital HAZARD VULNERABILITY assessments. This tool is to be used by an individual hospital to identify and rank various risk and mitigating factors related to hospital emergency preparedness. The purpose of the HVA matrix is to evaluate the ability of the medical FACILITY to provide medical care for the community and/or current patients and staff in the event of an emergency or disaster. The ratings are subjective and are designed to reflect the general preparedness of a FACILITY to respond to an incident.
