INFORMATION and communication technologies (ICT) have the potential to significantly expand learning opportunities across diverse populations. ICT enables policymakers and educators to improve the quality of teaching and learning processes, as well as learning achievements. Through the innovative use of these technologies , education institutions can help to develop and expand the production of new skills required by INFORMATION societies. In the global drive to integrate ICT in education, there is a clear need to monitor the progress of countries, based on accurate and consistent indicators. In addressing this challenge, the UNESCO Institute for Statistics (UIS) has developed this GUIDE based on in-depth consultations with governments and experts worldwide. In particular, the GUIDE is a result of the UIS commitment to the Partnership on MEASURING ICT for Development, an international consortium of statistical units in a wide range of multilateral agencies.
