Health Insurance History of the Connecticut Teachers' Retirement System Health Insurance benefits for retirees of the Connecticut Teachers' Retirement System (CTRS) began during the mid 1950s when CTRS established a group Health Insurance plan with Connecticut Blue Cross and Connecticut Medical Service (CMS). Premiums were deducted from the retiree's benefit payment. The retiree paid the full premium for these benefits and the state had no financial obligation to fund these benefits.
