By submission of December 9, 1997, the United Mexican States (hereinafter Mexico or the requesting State ) sought an advisory opinion of the INTER-AMERICAN COURT of HUMAN RIGHTS (hereinafter the INTER-AMERICAN COURT , the COURT , or the Tribunal ) on several treaties concerning the protection of HUMAN RIGHTS in the American States (hereinafter the request ).
