INTRODUCTION This manual contains general instructions issued by the Chief Financial Officer to state agencies for preparing and submitting payroll and employee data, as well as schedules, tables, and codes used in the payroll system. The Payroll Preparation Manual is the administrative authority in the absence of specific rules to the contrary.
