(i) “lay-off” means temporary or indefinite termination of employment because of lack of work and includes a temporary, indefinite or permanent termination of employment because of the elimination of a posi-tion, and “laid off” has a corresponding meaning; (ia) “licensee” means a person who holds a licence under this Act;
