The contents reflect current postal directives contained in the Employee and Labor Relations Manual (ELM), which should be cited as the authoritative reference for attendance regulations. Leave regulations are set forth in Parts 510 and 665 of the ELM. All employees, bargaining and non-bargaining, are required to be regular in attendance and must make every effort to avoid unscheduled absences.
