World Health Organization 1. Introduction Performance of Health systems has been a major concern of policy makers for many years. Many countries have recently introduced reforms in the Health sector with the explicit aim of improving Performance (1,2). There exists an extensive literature on Health sector reform, and recent debates have emerged on how best to measure Performance so that the impact of reforms can be assessed (3).
4 The idea is very similar to that of technical efficiency in the frontier production function literature.3 Accordingly, we use the term “overall efficiency” to refer to overall health system performance in the remainder of this paper.
