Guiding Principles The primary purpose of a pre- Negotiation plan is to ensure that the Government has developed Negotiation objectives that will lead to the purchasing of supplies and services at a fair and reasonable price. In the absence of adequate price competition, the contracting officer must apply and document in the pre- Negotiation plan , the analytical techniques used to assess whether a proposed price is fair and reasonable. Overview Negotiating any pricing action requires the development of Negotiation objectives. The scope and depth of the analysis supporting the objectives should be directly related to the dollar value, importance, and complexity of the pricing action.
