November 1998 The Minister of Environmental Affairs, designated as the competent authority within the Government of the province of Western Cape in terms of Cabinet Meeting Minute No. 424/1995 dated 7 June 1995, has under section 25 of the Environment Conservation Act. 1989 (Act 73 of 1989), made the REGULATIONS in the Schedule hereto in respect of the Province of the Western Cape SCHEDULE DEPARTMENT OF ENVIRONMENTAL AND CULTURAL AFFAIRS ENVIRONMENT CONSERVATION ACT, 1989 (ACT 73 OF 1989) NOISE CONTROL REGULATIONS In these REGULATIONS , any word or expression to which a meaning has been assigned in the Environmental Conservation Act. 1989 (Act 73 of 1989), shall have the meaning so assigned to it and. unless the context otherwise indicates " ambient sound level" means the reading on an integrating impulse ' sound level meter taken at a measuring point in the absence of any alleged disturbing NOISE at the end of a total period of at least 10 minutes after such meter was put into operation: "animal" includes birds and poultry: "controlled area" means a piece of land designated by a local authority where, in the case of (a) road traffic NOISE directly adjacent to a road i) the reading on an integrating impulse sound level meter, taken outdoors at the end of a period extending from 06:00 to 24:110 while such met
