These Measures have special considerations outside the more common structure , process , and Outcome Measures . This information supplements the information found in the Blueprint, Chapter 5, measure Specifications. 1 Patient - Reported Outcome Measures (PROMS) PROMs are quality Measures derived from outcomes Reported by patients1 and are a high priority for CMS and other organizations. PROMs present some design challenges.
