PUBLIC deaf EDUCATION PROGRAMS IN TEXAS Updated: June 2014 There are 3 basic systems in place that provide PUBLIC deaf EDUCATION services in the state of TEXAS . A student may receive services from one or more of these systems. 1. LEA - Local EDUCATION agency (home school district) 2. RDSPD - Regional Day School PROGRAMS for the deaf 3. TSD TEXAS School for the deaf ECI (Early Childhood Intervention) assists families with children who have a hearing loss, birth to three years of age, to coordinate access to these educational services. 1. LEA Local EDUCATION Agency Local school districts may provide services directly to a student who is deaf or hard-of-hearing at the student s local school using district resources and staff or they may contract some or all of the services through the local RDSPD or directly with a service provider.
