PURPOSE APPLICABILITY AND SCOPE
1 DCMA INST (Change 1) AFI 10-220_IP AR 95-20 NAVAIRINST COMDTINST DCMA-AO 21 August 2013 CONTRACTOR S FLIGHT AND GROUND OPERATIONS PURPOSE . This Instruction supersedes DCMA INST 10-220_IP/ AR 95-20/NAVAIRINST , COMDTINST , 1 March, 2007, and all previous versions. It establishes requirements for flight and ground operations involving all contracted work performed on aircraft where this Instruction is incorporated as a contract requirement, as well as procedures to be followed by Government Flight Representatives (GFRs). Chapter 7 establishes policy and procedures to be followed by GFRs and does not establish any additional contractor requirements. This Instruction describes the content of the contractor s aircraft flight and ground operations procedures (hereafter identified as Procedures) and approval for these Procedures. It provides for the delegation of authority for such approvals, regardless of Service affiliation.
