The Fifth Amendment to the United States Constitution provides that private Property may not be taken for public use without the payment of just compensation. To provide uniform and equitable treatment of persons whose Property is acquired for public use, Congress passed the Uniform Relocation Assistance and real Property Acquisition Policies Act of 1970, and amended it in 1987.

An accompanying brochure, entitled “Relocation Handbook,” explains the rights and benefits of a displaced person under the Federal Relocation Assistance Program.
