SECRETARIAT INSTRUCTIONS Being INSTRUCTIONS issued in pursuance of Rule 5(15) of the Rules of Business, 1973 for the disposal of business in the Federal SECRETARIAT . 1. (a) These INSTRUCTIONS shall be known as the " SECRETARIAT INSTRUCTIONS , 2004.
