Teacher Evaluation A Conceptual Framework and examples of Country Practices DECEMBER 2009 This paper was prepared for presentation at the OECD-Mexico Workshop Towards a Teacher Evaluation Framework in Mexico: International Practices, Criteria and Mechanisms, held in Mexico City on 1-2 December 2009. It is based on work developed within the context of the OECD Review on Evaluation and Assessment Frameworks for Improving School Outcomes, a project launched in late 2009. The paper is based on three pieces of work: OECD Review on Evaluation and Assessment for Improving School Outcomes: Design and Implementation Plan for the Review (OECD, 2009a); Teacher Evaluation in Portugal: OECD Review (Santiago et al.)
aspects. First, it needs to be framed in the context of the overall objectives for schooling and the approach to its development depends on a range of established practices in the school system such as the extent of school autonomy, the existence of national curricula and standards, or the culture of evaluation.
