Of critical concern are water resources and spatial DEVELOPMENT / INFRASTRUCTURE . This paper identifies the context for INFRASTRUCTURE DEVELOPMENT in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial DEVELOPMENT .
