Introduction: the Paris Declaration is not a global partnership for developmentThe Paris Declaration on Aid Effectiveness was adopted in 2005 and reaffirmed in Accra1 in 2008 at ministerial-level forums convened by the Organi-sation for Economic Co-operation and Development (OECD). The principles and indicators included in the Paris Declaration frame what OECD calls a land-mark reform in development cooperation2 endorsed by leading development practitioners.
