This GUIDANCE does not constitute a standard, specification or regulation. Field and economic conditions may call for variation from this GUIDANCE s requirements and may be subject to approval by designated levels of management in the district or at Headquarters. This GUIDANCE is neither a textbook nor a substitute for engineering knowledge, experience or judgment. It includes techniques as well as graphs and tables not ordinarily found in textbooks.
