Pherson, President, Pherson Associates, LLC; Founding Board Member, Forum Foundation for Analytic Excellence (FFAE) Karen Saunders, Fellow, Forum Foundation for Analytic Excellence (FFAE) Abstract Warlords and warlordism are significant influences in many present-day conflict areas, yet they remain poorly understood and largely neglected in international statebuilding, peacebuilding, and development initiatives, to the detriment of these efforts. Although warlordism is assumed by many to be a strictly negative force, some scholars contend that warlords are often integral to the functioning of both political and economic systems and societies writ large1As the international community seeks to understand and build appropriate responses to the complex conflicts and political instability in North Africa, the horn of Africa, the Arabian Peninsula, southeast Asia, and elsewhere.
