WATERCODEOF THEPHILIPPINESI mplementingRules andRegulationsPursuantto theWaterCode of thePhilippinesvestingupontheNationalWate rResourcesCounciltheadministrationandenf orcementof the provi-sions thereof, the following rules andregulationsare herebypromulgated:RULE IAPPROPRIATION ANDUTILIZATIONOF Permit/Authority fromthe National WaterResourcesCouncilMust requiredunderthe provisions 1067, apermit/authorityshall besecuredfrom theCouncilin the follow-ing instances:a)Appropriationofwaterfor any purposestatedunderArticle 10 of theCodeexceptfor familydomesticpurpose 6;b)Changeinpurposeof theappropriation;c)Amendmentof anexistingpermit/authority,such aschangeinpointornatureof diversion,amountofappropriation,period of use, etc.;d)Transferor lease ofwaterright;e)Temporaryappropriationand use of WATER ;f)Developinga stream,lake, or spring forrecreationalpurposes;g)Loweringor raising the level of thewaterof a lake, river or marsh, ordrainingthe same;h)Transbasindiversion;i)Dumpingof mine tailings or wastes into a river or awaterway,j)Suchotherinstancesthatwill require apermit/authorityas deter-mined by the followinginstancesthegrantingofpermit/au thorityrequiredundertheprovisionsof 1067, is delegated by the Cour:cil to the cor-respondingagenciesindicatedandpermit /authoritypertainingto any of theseinstances
