A meaningful teacher evaluation system should reflect a set of core convictions about good instruction. Unfortunately, most evaluations communicate a devastating message—that all teachers are about the same, and that the primary purpose of evaluation is to identify and remove a tiny number of teachers who are judged grossly incompetent.
