8 109 Page 6 of 111 Introduction The European Union needs a strong, res ilient, flexible and creative human resource base, with the right combination of s kills to match the future needs of the labour market, to innovate and to convert know ledge and ideas into products and services for economic and socia l benefit. The Covid-19 crisis has highlighted once more the importance of the Union s reliance on a highly s kille d rese arch-base d human capital that is able to detect and tackle upcoming challenges, to communicate scientific evidence to policy-makers and the public at large , and to work across disciplines.

9 In this context, the Union must re inforce its efforts to encoura ge more young wome n and men to make a career in research, promote its attractiveness for top talents from around the world, retain its own researchers and reintegrate those working elsewhere. The Marie Sk odowska-Curie Actions (MSCA) are the main instrument at Union-le vel to do so. Since their launch in 1996, the y have become the Union s reference programme for doctoral education and pos tdoctoral training. Between 2014 and 2020, in the context of Horizon 2020, the MSCA have supported 65 000 researchers in Europe and beyond, both doctora l candidates and more experie nced researchers, and have funded over 1 000 exce lle nt inte rnational doctoral ne tworks.

10 The MSCA strongly contribute to excelle nt research, boosting jobs , growth and investment by equipping researchers with ne w knowle dge and skills and providing the m with an inte rnational as we ll as inte r-se ctoral expos ure (inc luding through academia-bus iness collaboration), to fill the top positions of tomorrow. The MSCA do not only have a pos itive impact on individua l researchers, the y a lso contribute to the deve lopme nt of e xce lle nt doctoral programmes , pos tdoctoral training programmes and collaborative rese arch proje cts.
