Please find enclosed the letter dated from Chairperson, DCPCR which is self-explanatory with regard to the above subject. In the above context, all Heads of Govt, Govt. Aided &Recognized unaided Schools are directed to accord urgency/ priority in sharing of all the documents/ certifications as and when the same are requisitioned by Juvenile Justice Boards (JJBs), Child Welfare Committees (CWCs) and the Delhi Police Officials.

OF NCT OF DELHI (135)/DCPCR/20-21/ 12920 Dated:8h November 2021 Den Ch Iwrite this letter to bring to your kind attention certain difficulties in rehabilitation nd inquiries into matters where children are victims of crime and/or in conflictwith law. The first (and perhaps the most crucial) step in such inquiries is to establish whether te person concerned is a child. This determines the approach for the rehabilitation as well as Hurisdiction of different statutory bodies and the applicability of laws. The Juvenile Justice (Care and Protection) Act 2015 preseribes a clear mechanism for the age In cases where it is not apparent from the appearance that the person is a child, the Child Welfare Committees (CWCs/Juvenile Justice Boards (JJBs) seek documentation proof such as date of birth certificate from school or matriculation or equivalent certificate.
4 However, several delays have been noted. Often the documents given by the schools are incomplete. Therefore, the schools need to be sensitised about the importance of their actions as the age-determination inquiry can fundamentally determine the future of the child/person. The Commission, accordingly, advises you to issue a suitable circular with the necessary directions to the Heads of all the schools (Government, Municipal, Aided , unaided ) for according priority to prompt sharing of all the documents/certifications as and when directed by Juvenile Justice Boards (JJBs), Child Welfare Committees (CWCs) and the Delhi Police officials.
