Introduction The Base STRUCTURE REPORT (BSR) is published each year by the Office of the Deputy Assistant Secretary of Defense (OASD) for Infrastructure (I). The BSR is produced from the Real Property Assets Database (RPAD), which is a consolidated summary of the Military Departments (MilDeps) native real property inventory (RPI) data.

2 Each year an annual submission of data is required from the MilDeps in accordance with DoD Instruction , Real Property Inventory and Forecasting, which supports the requirements of title 10, Code, section 2721, Real Property Records. The BSR represents a snapshot of real property data collected as of September 30, 2017, and is titled Base STRUCTURE REPORT FY 2018 BASELINE since it serves as the BASELINE for the start of the next FISCAL year. This REPORT is very popular and used by many diverse users, so we are continually trying to adjust the data displays to reflect the most commonly requested information on DoD real property inventory (RPI). While not intended to answer every single question about DoD s real property portfolio, the BSR should provide most readers with accurate background information about the vast majority of issues regarding DoD s real property infrastructure. The RPA D is the recognized source for DoD RPI data reporting requirements throughout the year, to include the Federal Real Property Profile (FRPP) and reporting for National Real Property Efficiency reporting summaries.

3 With the increased focus on reducing the federal government s real estate footprint, DoD has been a leader in overall footprint reduction initiatives and has worked aggressively to not increase infrastructure square footage from a BASELINE established in 2015. While this initiative focuses primarily on office and warehouse space, DoD has already seen a reduction of over 11 million square feet through disposal, consolidation, lease termination or demolition. This figure represents over 50% of the total federal government s Reduce the Footprint savings. Even with these reductions, DoD is still one of the Federal government s larger holders of real estate managing a global real property portfolio that consists of over 585,000 facilities (buildings, structures, and linear structures), located on 4,775 sites worldwide and covering approximately million acres. Organization The BSR FY 2018 BASELINE is formatted to provide a comprehensive listing of all sites owned or managed by DoD based on the criteria provided in Section III of this REPORT .

4 The portfolio summary provides an overview of the size of the DoD inventory, followed by summary information, first arrayed alphabetically by State for all of DoD, and then repeated in sections dedicated to each Service. The last section on real property provides summary details on sites managed by the States as part of the Army National Guard. All Reserve Component sites are reported as part of their respective MilDeps. It is important to understand, when using this REPORT , that the physical real property infrastructure is dynamic, and will naturally change throughout the year (new construction, demolitions, etc.). The BSR is intended to be an annual snapshot of the DoD s physical plant with the data being captured at the end of the FISCAL year - for this REPORT on September 30, 2017. Since sites and assets continue to be listed in the BSR until they are legally removed from the inventory, even though they may be in various stages of activity, it is not unusual to find unutilized assets still reported in the BSR while awaiting disposal.

5 For the purpose of this inventory reporting, a site is defined as a specific geographic location containing real property assets. Each site is then assigned a Real Property Site Unique Identifier (RPSUID), along with a name specific to that location. Sites are assigned to military installations even though they may be physically separated in location. III. Display Criteria and Definitions The inventory data is extracted directly from the MilDeps authoritative real property inventories as submitted to the ODASD(I) for consolidation in RPAD. When submitted, the data is certified in writing as representing accurate data by the Senior Real Property Officers of the MilDeps. Display Criteria: To qualify for individual entry in the BSR, a DoD site located in the United States must be larger than 10 acres AND have a Plant Replacement Value (PRV) greater than $10 million. Sites located in a foreign country must be larger than 10 acres OR have a PRV greater than $10 million to be shown as a separate entry.

6 Sites not meeting these criteria are aggregated as an Other location within each state or country. Army National Guard state sites have the criteria adjusted to reflect sites larger than 5 acres Department of Defense Base STRUCTURE REPORT FY 2018 BASELINE DoD - 4 AND have a PRV greater than $5 million. State sites not meeting this criteria are aggregated as Other for each state. Site: A specific geographic location that has individual land parcels or facilities assigned to it. Physical (geographic) location that is, or was owned by, leased to, or otherwise under the jurisdiction of a DoD Component on behalf of the United States. A site may be contiguous to another site, but cannot geographically overlap or be within another site. A site may exist in one of three forms: land only where no facilities are present; facility or facilities only where there the underlying land is neither owned nor controlled by the government, and land with facilities where both are present.

7 Installation: A military base, camp, post, station, yard, center, homeport facility for any ship, or other activity under the jurisdiction of the Department of Defense, including leased space, that is controlled by, or primarily supports DoD s activities. An installation may consist of one or more sites. Component: Designates the primary DoD Component as the reporter of a site, either Active, Guard, or Reserve. Name Nearest City: Identifies the name of the city where the real property assets are located or name of the city nearest the assets. Building: A roofed and floored facility enclosed by exterior walls and consisting of one or more levels that is suitable for single or multiple functions and that protects human beings and their properties from direct harsh effects of weather such as rain, wind, sun, etc. STRUCTURE : A facility, other than a building or linear STRUCTURE , constructed on or in the land. Linear STRUCTURE : A facility whose function requires that it traverse land ( , runway, road, rail line, pipeline, fence, pavement, electrical distribution line) and is reported by a linear unit of measure.

8 Buildings Owned Count: Number of buildings owned by the federal government. Buildings Owned Square Feet (SqFt): Square footage for buildings owned by the federal government. Buildings State Owned SqFt: Square footage for buildings owned by a specific state or territory. Buildings Leased Count: Number of buildings leased by the federal government. Buildings Leased SqFt: Square footage for buildings leased by the federal government. Buildings Other Count: Number of federal buildings where the legal interest is other than owned or leased. Buildings Other SqFt: Square footage for federal buildings where the legal interest is other than owned or leased. Acres Owned: Number of acres owned by the federal government. State Owned Acres: Number of acres at sites owned by the state.

Includes government owned land, public land, public land withdrawn for military use, licensed and permitted land and acreage of foreign land used by DoD. PRV: Indicates the total PRV for all facilities (buildings, structures, and linear structures). This value represents the calculated cost to replace the current physical plant using today s construction costs (labor and materials) and standards (methodologies and codes).
