California’s cap-and-trade program step by step
In order to translate this into a cap, the California Air Resources Board (CARB), the agency that administers the program, determined what the state’s emissions were in 1990 and collected data on emissions for over two years. That allowed CARB to set the cap based on real emissions data rather than on projected emissions, improving accuracy.
