To address a variety of challenges related to stimulating demand for low carbon products, UNIDO, as the UN specialized agency mandated with inclusive and sustainable industrial development, in collaboration with Clean Energy Ministerial (CEM), a community of the world s largest and leading countries, companies, and international experts working together to accelerate clean energy transitions launched the Industrial Decarbonization Initiative (IDDI) in June 2021.

2 IDDI is a global coalition of public and private organisations led by the United Kingdom and India, who are working to stimulate demand for low carbon industrial materials and products. Current members include Canada, Germany and the United Arab Emirates (UAE). In collaboration with national governments, IDDI works to standardise carbon assessments, establish ambitious public and private sector procurement targets, incentivise investment into low-carbon product development and design industry guidelines. To address these gaps, the IDDI will establish three technical Working Groups (WGs), bringing together government, private sector, civil society, intergovernmental organisations, trade associations, financial institutions, and leading experts from academia and think tanks to deliver outputs that would support advancing efforts towards improved data and reporting protocols on embodied carbon, harmonizing standards for products and exchanging best practices on green procurement policies.

3 II. Aim of the Call The aim of this call is to establish an open and transparent process to call for and identify partners interested to actively participate in and contribute to IDDI s Working Groups. This call invites key experts from the private sector, civil society, intergovernmental organisations, trade associations, financial institutions, leading expert organizations, academia, think tanks and others worldwide to express their interest in joining one or more of the three IDDI Working groups to contribute to knowledge and expertise to guide discussions in the working groups towards widely endorsed outputs. III. Description of the Working Groups A. Scope and deliverables of the Working Groups1 Data and reporting: Working group 1 aims to develop appropriate guidelines for data collection and reporting frameworks that will serve Green Public Procurement.

4 The 1 Working groups may wish to amend or define the detailed scope and deliverables in more detail during initial meetings. working group will serve as a forum to guide national processes related to industrial data collection and reporting systems, particularly steel and cement. The working group will specifically deliver: Recommendations for enhancing data systems to enable life cycle and GHG emissions reporting at producer facilities and downstream along the supply chain; Establishing a common set of rules for life cycle databases and environmental product declarations (EPDs); and Developing guidelines on the role of government in data collection and reporting. Low-carbon standards: Working group 2 aims to support the development of material-specific standards or guidelines for measuring the life cycle GHG emissions of steel, cement, and concrete.

5 The working group will establish a baseline of the various standards currently being used or developed by industry and other actors and work with such initiatives to widen the applicability and use of such standards among various actors, countries and regions. The working group will specifically deliver: A methodology to support interoperability of various standards at an interim basis to allow for comparability. A set of PCRs for steel, cement, and concrete construction materials/products for EPDs, using data accessed through databases that comply with the output from WG-1. A harmonized definition of what constitutes green steel, cement, and concrete including guidelines for the carbon content of such green materials for specific product types or applications and definition of minimum parameters for low carbon steel standards.

6 Green public procurement (GPP): Working group 3 aims to agree on a harmonized approach to measuring and reducing embodied carbon on public construction projects through GPP, and to identify challenges and solutions on reducing embodied carbon through public procurement, particularly among Government representatives and embodied carbon experts. The working group will specifically deliver: Guidelines and tools for target setting and requirements for disclosure of GHG emissions in material and projects. This includes a proposal for a reduction target to be proposed for the IDDI GPP campaign to be announced in September 2022. Workshops, symposium and policy support services to build capacity and encourage knowledge sharing on procurement policy, best practices.

7 Learning materials and tools to encourage global adoption of established standards. B. Membership and Expected Commitment The working groups will include a balanced and manageable number of representatives of various actors applying through this process in addition to Government representatives nominated directly by the IDDI member Governments. Each WG will hold meetings every 4-6 weeks, starting February 2022, for an initial period of 1 year, to be extended to up to 3 years. Working groups may agree on interim deliverables within a shorter timeline to align with timelines when outputs are required, for example a GPP target in time for CEM13 in September 2022. Members are expected to actively participate in these meeting by contributing to analysis, sharing best practices and lessons learned, identifying challenges and solutions that would support the working groups objectives to develop guidelines and harmonized standards and data protocols.

8 Individuals will serve on a voluntary basis and will not be remunerated for participation in the sessions. Members can expect to gain additional knowledge and insights and connect with parties with similar interests and objectives. C. Structure and Frequency Each working group will be led by at least one of the IDDI member countries and will be supported by the IDDI Secretariat. The Secretariat will facilitate and host the online meetings, which will be conducted in English. The rules of procedure governing participation, reporting, and agreement on options or recommendations generated by the Working Group, as well as an indicative knowledge agenda for the first year of meetings, and options to create sub-groups on specific topics if needed, will be discussed and established by the Working Group during the first meeting, to be held mid-February 2022.

9 The Secretariat will provide a discussion paper to guide the discussions of each of the working groups at the end of January 2022. The discussion paper will provide a framing on the topic, key topics and questions to be discussed and addressed in each session, and, where relevant, key deliverables to be generated. The working group discussions will help collect content, feedback, and views to advance on the topics identified in the discussion paper and, where appropriate, provide iterative drafts that aim at creating guidance and harmonized materials. D. Submission of Proposals Interested parties may submit an expression of interest (EOI) containing the following: Completed application form (see Appendix 1) Supporting documents describing relevant work (if desired) Interested participants should have relevant advanced professional qualifications and senior level experience in areas relevant to industrial decarbonisation and the three focus areas of the IDDI Working Groups, such as data and reporting frameworks serving green public procurement, low-carbon standards, life cycle analysis of steel, cement, and/or concrete, and green public procurement.
