The intent of this CHAPTER is to establish a basis for implementing a Shipboard crane Certi-fication Program by identifying and consolidating the various operations, training, maintenance, testing, andinspection requirements for CRANES under the cognizance of the Naval Sea Systems Command (NAVSEA). TheCrane Certification Program is intended to improve the reliability and safety of all shipboard CRANES , and othercranes under the cognizance of NAVSEA, and to provide the ship Commanding Officer and operational chain-of-command with a vehicle for verifying that the equipment is being operated, maintained, tested, and inspectedaccording to acceptable standards.

8 The requirements set forth in the following sections should be consideredminimum standards and should not be construed as limiting the authority of a Command or a Type Commanderto impose additional requirements or devise more restrictive requirements. The philosophy of this CHAPTER is thateach crane should meet a tightly-drawn set of material requirements upon completion of a shipyard overhaul, orinterim availability, so that the gradual relaxing of certain requirements, during the operating cycle, does notaffect safe and reliable crane operation. This philosophy is expressed by specific recertification test requirementsand a departure-from-specifications APPLICABILITY. This CHAPTER applies to the Operation and Maintenance (O & M) of all shipboardmounted CRANES and CRANES assigned to forces afloat except for the following:a. Shipboard CRANES designed and used only to handle reactor plant equipment. The technical requirements foroperation, maintenance, testing, and inspection of these CRANES shall be according to reactor plant manualsNAVSEA 0989-LP-043-0000,Surface Ship General RP Overhaul and Repair Specification, and NAVSEA0989-LP-037-2000,Overhaul and Repair Specification; equipment technical manual NAVSEA 0989-LP-058-0000,Tender Nuclear Support Facilities Preventive Maintenance Index; or other applicable docu-ments.

9 In the absence of such information, the requirements of this CHAPTER shall CRANES specifically designed and installed only to handle weapons. For example, reentry vehicle bridge cranesand anti-submarine rocket loader CRANES are controlled underNSTM CHAPTER 700, Shipboard AmmunitionHandling and no conflict exists withNSTM CHAPTER 700, the requirements of this chap-ter may be used for Overhead traveling CRANES that do not handle weapons (for example, LSD-41 well-deck crane ) are controlledunderNSTM CHAPTER 572, Shipboard Stores and Provision no conflict exists withNSTM CHAPTER 572, the requirements of this CHAPTER may be used for Floating (barge) CRANES assigned to forces afloat forO&Mandaircraft-crash CRANES are controlled under therequirements of Naval Facilities Engineering Command (NAVFAC) P-300, Management of TransportationEquipment. Where no conflict exists with NAVFAC P-300, the requirements of this CHAPTER may be used Other special purpose CRANES operated and maintained by forces afloat (for example, ASR class bridge cranesfor Deep Submergence Recovery Vehicle handling).

10 Where specific operations or certification guidance existsS9086-T4-STM-010/CH-589R3589-1[for example, Naval Material Command (NAVMAT) P-9290,Deep Submergence Systems, System Certifi-cation and Criteria Manual for], the existing guidance shall be followed. Where no conflict exists with theexisting guidance, this CHAPTER may be TYPE COMMANDER IMPLEMENTATION. Full implementation of this CHAPTER satisfies all tech-nical requirements for NAVSEA cognizant CRANES , except for items specified in However,use of this CHAPTER as the basis for implementing a tailored Certification Program, implementation of specific por-tions of the Certification Program, or of the entire CHAPTER is at the discretion of the specific Type SAMPLE FORMS. For the convenience of ship force, several forms were devised and are providedas figures (see List of Illustrations) in this CHAPTER , These sample forms may be used as models for preparing tai-lored forms for local reproduction, stocking, and control.
