2 Or Prot Article R .. the commentary by the International Bureau following the provisions to which it numbering of the Regulations articles begins with the two digit number of the Convention article to which it refers, followed by a dash, followed by a three digit number. The first number after the dash indicates whether the article corresponds to the Postal services in general (0), to letter post (1), or to parcel post (2).For example, article 01 001 refers to article 1 of the Convention ; 001 indicates Postal services in a practical matter, Regulations articles may only be presented under one Convention article; nevertheless, they are to be read as applicable to all articles, regardless of where they fall in the contents of the Manual . The text applies to all services within the meaning of the provisions as approved by the Congress and the Postal Operations Council. For example, provisions concerning customs ( Convention article 20) apply to basic as well as supplementary services (Conven tion articles 17 and 18).
