The aim of this study is to collect, assess and aggregate economic evidence to forecast the benefits of the re-use of open data for the EU28+.
5 Four key indicators are measured: direct market size, number of jobs created, cost savings, and efficiency gains. Between 2016 and 2020, the market size of open data is expected to increase by , to a Value of bn EUR in 2020. The forecasted number of direct open data jobs in 2016 is 75,000 jobs. From 2016 to 2020, almost 25,000 extra direct open data jobs are cre-ated. The forecasted public sector cost savings for the EU28+ in 2020 are bn EUR. Efficiency gains are measured in a qualitative approach.
6 A combination of insights around efficiency gains of open data , and real-life examples is provided. To measure the success of open data policies, a series of recommendations is put forward to help governments keep track of the direct and indirect benefits of their policies. 7 L objectif de cette tude est de recueillir, analyser et agr ger les preuves conomiques des avantages de la r u-tilisation des donn es publiques au sein de l UE28+. Entre 2016 et 2020, la taille du march des donn es ouvertes devrait augmenter de 36,9 %, pour atteindre une valeur de 75,7 milliards d euros en 2020. Selon les pr visions, en 2016, le nombre d emplois li directement la r utilisation des donn es ouvertes est de 75,000 postes.
8 De 2016 2020, ce sont pr s de 25,000 nouveaux emplois qui seront cr s dans ce secteur. D ici 2020, gr ce la r utilisation des donn es ouvertes, le secteur public serait en voie de r a-liser 1,7 milliards d euros d conomie sur l ensemble de l UE des 28+. Une approche plus quantitative est suivie afin de mesurer les gains d efficacit . Ces gains sont abor-d s sous la forme d une tude de cas. Une s rie de recommandations est formul e afin d encourager les Etats mesurer plus en d tail le succ s de leurs politiques d ouverture de donn es et plus particuli rement, les b n fices directs et indirects.

It must be available under an open licence and provided in a conveni-ent and modifiable form that is machine readable. Within the European Union, key framework conditions for successful open data policy making have been set up.
