Disclosure Background In 1999, the Head Start Bureau entered into a five-year cooperative agreement with the national Center for Family Literacy (NCFL) to administer the Head Start Family Literacy Project (HSFLP).

10 In 2001 The national Institute for Literacy (NIFL) entered into an Interagency Agreement with the Department of Health and Human Services (HHS) to support the cooperative agreement between the Head Start Bureau and the national Center for Family Literacy (NCFL). Under this agreement, NCFL was tasked with organizing and overseeing the national Early Literacy Panel (NELP). Beginning in 2002, Timothy Shanahan of the University of Illinois at Chicago began serving as the panel chair of the NELP. In this role Professor Shanahan acted as a facilitator for the panel.
