8 Due to these failures andthe subsequent Report of the Merrison Committee, thefollowing important changes were made by the thenMinistry of Transport:(i)The Department would continue to examinedesign criteria and methods but notcomputations.(ii)The requirements by the Department for acertificate of independent check of the design andcomputations.(iii)The application of Approval in Principle (AIP)stage to all but minor structures, which wouldcover the selection of bridge type, the materialsfor its construction and methods of analysis anddesign to be TA procedures as described in this Standardgenerally require the proposer to submit an AIP to theOverseeing Organisation and to receive endorsement ofthe AIP before proceeding with any design orassessment.

9 The completed design or assessment cannotbe implemented until the Overseeing Organisation is inreceipt of certified confirmation that theimplementation documents are accurate and fully incompliance with the requirements of the TA procedural requirements impose adiscipline on the process that encourages good practiceand should reduce the possibility of errors affectingstructural fitness for purpose. Most importantlyhowever, the procedures are in place to minimise thepossible risks to highway users and others who may beaffected.

10 The procedures may be applied to any othercircumstances where the highway authority considersthe requirements to be TA procedures differ from IntegratedManagement Systems and Environmental ManagementSystems, which provide systems for quality assurance,environmental and safety management of projects withaudit and feedback processes for continuousimprovement. TA provides the comprehensive technicalrequirements that are managed and audited within theIntegrated Management Systems Plans for TA procedures will also help the OverseeingOrganisation to identify those features that are notadequately covered by existing codes and Standards.
