2 Materials equipment and workmanshiprequired under the Contract shall comply with BS 7671 Regulations for ELECTRICAL Installations (IEE WiringRegulations) and the rules and regulations of theelectricity supplier who provides the supply. Theinstallation and maintenance of ELECTRICAL apparatus andcabling for road lighting and traffic signs shall complywith the quality management scheme detailed inAppendix A. The Contractor shall take into accountEngineering Recommendation Model Code ofPractice covering ELECTRICAL Safety in the PlanningInstallation, Commissioning and Maintenance of PublicLighting and Other Street Furniture . Other relevantrequirements are contained in the Electricity at WorkRegulations, Contractor shall employ only competent personneleach of whom holds a Competent PersonsAuthorisation Certificate in accordance with the modelform in Appendix B of the above document , butmodified as specified below, which has been dulycompleted by the Contractor and authorised by adesignated responsible person in the Authority orcompany as defined in Clause 2 of , all inaccordance with Clause 10 of The form ofcertificate as specified above shall be modified on pageB2 of by insertion of the following after thespace for Name and Address of Employer.

3 Name of Authority In addition to the requirements of sub-Clauses of , each Competent Person as defined , Clause 2, shall be provided by the Contractorwith not less than one copy of the above certificate,duly completed and signed as Approved, and suchcertificate(s) shall be retained and be available at alltimes for inspection on the Works on request by theOverseeing Organisation. A suitable work AllocationRecord shall be kept by the Contractor to enable worksto be identified with the operatives and supervisorsresponsible for those following definitions shall apply:(i)A road lighting Unit shall consist of thefollowing as described in the Contract:column, bracket, wall mounting, ElectricalEquipment as defined in (iv) below andwiring excluding ELECTRICAL supply cable.(ii)A Lit Sign Unit shall consist of a traffic signrequiring an electricity supply and ElectricalEquipment and wiring as in (i) above.

4 (iii)The term lighting Unit applies to both RoadLighting Units and Lit Sign Units.(iv) ELECTRICAL Equipment for lighting Units shallconsist of the following as described in theContract: luminaires, photo-electric controlunits (PECUs), shorting plugs, lamps, timeswitches, ballasts, ignitors, starters,capacitors, cut-outs, fuses, fuse holders andminiature circuit breakers (MCBs).(v)The network is the ELECTRICAL distributionsystem installed by the Contractor from theelectricity supplier s interface to theLighting (05/01) Each network shall operate on a single phase230V -6% to +10% or three phase 400V - 6% to +10%.4 The Contractor shall provide facilities for theelectricity supplier for service connections andcommissioning of the dedicated feeder pillar shall be provided for theOverseeing Organisation s network. Supplies providedto ELECTRICAL equipment and lighting units for thirdparties shall not be connected to the OverseeingOrganisation s network.

5 Where required, and describedin Appendix 14/2, ELECTRICAL isolation pillars shall beprovided on the network at the maintenance boundariesbetween the Overseeing Organisation and third parties,with the prior agreement of the Site Records1In accordance with the requirements of theElectricity at work Regulations the Contractor shall, onthe completion of the ELECTRICAL work , provide a set ofas-installed drawings or transparencies showing as aminimum the position and identification mark(including luminaire type, modification status, lampsetting, lamp type and serial numbers) of equipmentrequiring ELECTRICAL connections, ducts, undergroundcables and joints and the type and depth of cables. TheContractor shall also supply test certificates andOperation and Maintenance manuals. Any additionalrequirements for records shall be as described inAppendix 14 - May 2001 Volume 1 Specification for Highway WorksSeries 1400 ELECTRICAL work for road lighting and Traffic Signs32 Locational measurements shall be taken of theunderground equipment to the nearest 100 mm from thenearest edge of the carriageway or fence line.

6 Offsets tocables and ducts shall be recorded at 20 m intervalsalong their line. Offsets shall be defined longitudinallyby distance from a permanent highway feature, amarker post or other suitable Contractor shall keep a daily record of thework in sufficient detail, including the type and drumnumber of underground cables, to enable site records tobe completed. A copy of the daily record shall beprovided by the Contractor on the next working day forretention and use by the Overseeing (05/01) The Contractor shall supply to theOverseeing Organisation one master and two prints ofthe as-built drawings of power supply arrangementsfor road lighting and traffic signal installationsimmediately upon completion of the installation Location of lighting Units and FeederPillars1 The position of lighting Units and feeder pillars isdescribed in Appendix 14/2.

7 The exact location will beagreed on site before commencement of any associatedground work . The Contractor shall be responsible forrecording the actual cases where the location of an item has beendetermined as indicated above and it is impossiblebecause of underground obstruction to install the itemthen any excavation shall be backfilled and reinstated toits original Change of lighting Arrangements1(05/01) No lighting Unit shall be switched on or off,dismantled, resited, replaced or removed without priorapproval of the Overseeing Temporary Lighting1 The standard of temporary lighting Units shallconform to the Clauses in this SERIES andAppendix 14 Contractor shall ensure that any temporarylighting he provides does not cause glare to traffic usingany highway nor annoyance to occupants ofsurrounding Radio Interference1(11/03)

8 ELECTRICAL equipment shall be installed sothat levels of radio interference given inBS EN 55014-1 are not Luminaires1 Where described in Appendix 14/4, luminairesfitted with integral control gear shall have a fuse holderadjacent to the terminal block with a cartridge fuseprotecting each set of control for road lighting shall:(i)(05/05) comply with BS EN 60598-2-3, andbe as described in Appendix 14/4;(ii)be fitted in accordance with manufacturers instructions with no gap between theluminaire and the shoulder of any bracketarm;(iii)(05/06) for the luminaire optical system (lamphousing) have degree of protection ratingIP 54 to BS EN 60529 unless a higher ratingis specified in Appendix 14/4;(iv)(05/06) for the luminaire control gear housinghave a degree of protection rating IP 43 toBS EN 60529 unless a higher rate isspecified in Appendix 14/4;(v)(05/06) be fitted with a PECU socket locatedin the canopy unless otherwise specified inAppendix 14/4;(vi)(05/06) meet the structural design andaesthetic approval requirements of (05/06) Traffic sign luminaires shall comply withBS 873-5, Appendix 12/1 and the following:(i)External lighting luminaires shall becorrectly positioned to meet the luminancerequirements of the sign.

9 (ii)(05/06) Mean sign luminance shall beCategory 1 of BS 873-5 unless otherwisestated in Appendix 12/1.(iii)(05/06) Impact strength shall be Category 1 ofBS 873-5 unless otherwise stated inAppendix 12 Lamps1 Lamps shall be compatible with the - May 2006 Volume 1 Specification for Highway WorksSeries 1400 ELECTRICAL work for road lighting and Traffic Signs42(05/01) The initial luminous flux of a lampmultiplied by the lamp flux maintenance factor for theprojected lamp life shall be taken as its light output forroad lighting shall not be fitted until columns, bracketsand sign posts have been erected and the luminaireshave been for road Lighting4(05/01) Low pressure and high pressure sodiumvapour lamps shall comply with BS EN Photo-electric Control Units (PECUs)1 Photo-electric control units (PECUs) shall complywith BS 5972.

10 They shall have differential switch on -switch off levels as described in Appendix 14/4. Theyshall be designed where possible so that in the event ofa fault occurring in the unit they cause the load to beswitched on .2 PECUs shall:(i)be secured as appropriate to the:(a) road lighting luminaire canopy;(b) top of pole located close to feeder pillar;(c) top of sign post;(d) internally illuminated sign housing; or(e) luminaire of externally illuminated sign;(ii)include a delay device to prevent the lampbeing switched in response to transientchanges in light conditions;(iii)be indelibly marked with the (a)manufacturer s identification mark (b) modelnumber and (c) switch on level;(iv)be provided with a gasket or grommet tomaintain the IP protection rating of theluminaire;(v)be installed to the manufacturer luminaires are a pair mounted on twin armbrackets, unless otherwise specified in Appendix 14/4,one luminaire shall be fitted with a PECU to controlboth luminaires and the other luminaire shall be fittedwith a shorting plug.
