Overall Background The eThekwini Municipality has prepared an Investment Dashboard , which currently lists a number of Economic investment projects within the eThekwini Municipal Area.

3 It was developed with the purpose of summarising information and reporting on Economic Development projects that will act as a catalyst for Economic growth within the Municipality. The Dashboard as a tool highlighted challenges relating to the various projects as well as progress with implementation. The Dashboard was intended to assist the Municipality to make informed decisions on prioritising, Planning for and unlocking blockages in the projects. The intended audience for the dashboard includes the City Manager, Deputy City Managers, ECOD, Heads of Units and Deputy Heads. It is also intended to inform business, public sector and other key stakeholders.

4 2 The information currently contained in the Dashboard was sourced from various departments/ agencies/ entities such as investor's business plans, engagement with Municipal departments, socio . Economic impact assessments, developers and amongst others. The information was captured into an Excel spreadsheet which was then linked to GIS so that the projects could be assessed spatially. Currently, work is being undertaken on implementing a web based application of the data. 2. Objectives of the Project The overall aim of this project/assignment is to undretake a quarterly update and maintenance of the Durban Investment Dashboard which has comprehensive information on catalytic projects within the eThekwini Municipal Area (EMA).

5 The sub objectives include the following: Quarterly engagement with projects stakeholders both internal and external for data collection required for DID update. Quarterly review of current and inclusion of additional catalytic projects within the EMA onto the existing DID. Quarterly update of all geo spatial information (shapefiles) of all projects, sub projects and other defined GIS queries and infrastructure requirements for project on the DID. Apply pertinent formulae/modeling to assess job creation to the respective DID projects generating statistics required for reporting. 3. Scope of Project Engage with project managers both at the Municipality and the private sector to collect the required information for the Dashboard.

6 Review, refine and update DID project data on the existing approximately 70 catalytic projects including newly identified projects on the existing Cognos software format. Input required GIS information generating maps. All outputs will be made available as shape files as well as jpeg images for presentation purposes. Facilitate and manage quarterly report back meetings at the Municipality. Generate quarterly reports. Provide a synopsis and display the link between new and existing projects. Develop powerpoint presentations on methodology, progress and Project challenges. 3 4. Tasks, Duties and Deliverables The appointed service provider will be required to undertake the tasks and duties to achieve the items listed in the scope of works.

7 The deliverables include: Inception report. This should contain details on the overall approach, including any methodologies to be applied as well as details of the project team that will be responsible for execution of each stage of the project. Quarterly updated DID with relevant current information on all projects. Ready to use electronic images and shape files with regard to each of the items listed under the quarterly outputs. Quarterly (4) reports in narrative and power point on progress, changes and challenges during execution of this project. This should be delivered per quarter no longer than two weeks after the quarter.

8 5. Milestones and Timeframes The duration of the appointment is 9 months. The quarterly update will relate directly to the milestones of the Project. Minor adjustments maybe made during the course of the assignment through joint agreement. 6. End products and Format The end products, as specified above are to be supplied to Investment Promotion and PSIR in electronic format. Please note that information used during this assignment or work generated as a result of this assignment will remain the property of the Unit. 7. Copyright on Documents Please note that as a requirement of this project, all output and copyright thereof will become the property of eThekwini Municipality.

9 The findings and results from this project shall by no means be used by any other sources. In the event of termination of this appointment, ED & IPU reserve the right to use all or any parts of the Dashboard or any related documentation for completion of the project. 4 8. Confidentiality This serves to confirm that the information disclosed to the service provider shall not at any time during or after the termination of your appointment be utilized or disclosed to others. Information imparted to you during the course of your appointment or post project completion, shall remain confidential and the property of the eThekwini Municipality.

10 Confidential information consists of one or more of the following; (a) Confidential information, methods, processes, systems, procedures and reports. (b) Organizational and or personal information including matters brought before, discussed and resolved at meetings with the client and the respondents. Hence, all information gathered will be owned by the Municipality and should not be utilized or disclosed for any other purpose, at any other time by the service provider. 9. Meetings and Presentations required The appointed service provider will be required to attend meetings at Council to discuss the requirements for the project.
