4 An employer needs to have a comprehensive PAYROLL system or wages register to ensure that all calculation of wages and allowances and the various statutory contributions are done in accordance with the law. A comprehensive PAYROLL will also facilitate the enforcing authority in carrying out their inspection and reducing query on the noncompliance. PAYROLL is also an important financial document in ascertaining labour cost. Therefore an organization needs to have an EFFECTIVE and EFFICIENT PAYROLL management. Calculation of wages including overtime payment and deduction for statutory contribution are to be adhered to the respective labour laws in which very much depends on the definition of wages under the various labour laws.

5 There is no standard definition for wages under the various laws; employer needs to grope the best to understand the definition of wages and its application under the various labour laws in order to manage an EFFECTIVE and EFFICIENT law-compliance PAYROLL . Objective This programme will enable the employer or HR practitioner or PAYROLL personnel to better understand the following: the information that is required by the law in a PAYROLL system. the definition of wages under the Employment Act 1955, Employees Social Security Act 1969, Pembangunan Sumber Manusia Berhad Act 2001 (HRDF) and Employee Provident Act 1991. calculation of wages, ordinary rate of pay for calculation of overtime payment, working on rest day or public holiday, annual leave or sick leave pay.

8 The speaker retired as the Deputy Director of Labour, Negeri Sembilan in 2014 after serving the Ministry of Human Resources for 33 years with 7 year in Social Security Organisation and 26 years in Labour Department Peninsular Malaysia. He has vast experiment in handling various labour related matters including enforcement of various Labour laws as well as adjudicating labour disputes in Labour Court.
