According to the Basic Education Statistics in Tanzania (BEST), (2011), enrolment in secondary education increased by 241.3% from524, 325 pupils in 2005 to 1,789,547 students in 2011. The Secondary Education Development Plan (SEDP I) was launched by the Government in July 2004 and was expected to be implemented for over 5 years.
