1 [Type text] 2014 Five-Year Capital Improvement plan 2013-2014 through 2017-2018 APPROVED BY THE Pinal county BOARD OF SUPERVISORS OCTOBER 1, 2014 Five-Year Capital Improvement plan 2013-2014 through 2017-2018 2014 The Pinal county Board of Supervisors is pleased to present the 2014 Capital Improvement plan (CIP) for Budget Years 2013-2014 through 2017-2018. The CIP is Pinal county s planning tool that identifies potential funding and establishes a tentative schedule for implementation of Public Works Capital projects. The Capital projects identified in the CIP are infrastructure and flood control improvements including related studies, surveys, and acquisitions of lands or rights of way.

2 In some instances, Capital projects may be or include furnishings, machinery, and equipment. The Public Works Department uses the CIP as a guide to prepare for future needs, establish project priorities, and make informed financial decisions that ensure the prudent use of public funds. Planning for these Capital projects maximizes the potential to obtain alternative funding and minimizes financial impacts to Pinal county s General Fund. The CIP is updated annually and posted on Pinal county s website: (>Public Works Department). 3 Construction The building of roadway and/or related infrastructure improvements. Drainage The management of storm water to protect private and/or public infrastructure. Dust Palliative A surface treatment applied to unimproved roadways to control dust. New Construction The establishment of a roadway and/or related infrastructure improvements. Pavement Preservation A topical treatment that extends the service life of existing pavement surfaces. Pre-Construction The project work conducted prior to construction of roadway and/or related infrastructure improvements such as: planning, environmental, design, and right-of-way acquisition. Reconstruction The rebuilding of roadway and/or related infrastructure improvements.

4 Elements of new construction may be incorporated into the project. Safety The project work that eliminates or reduces the severity of roadway hazards. Examples include intersection realignment, guardrails, improved signage and/or pavement markings, and traffic signals. Status The current state of the project such as: cancelled, closed, completed, pending, programmed, and underway Cancelled The project was terminated due to financial or other constraints such as unresolved right-of-way issues or changing priority. Closed The project was combined with another project (including allocated funding) to streamline activities or allocated funding for project was not used. 5 Pending The project is about to start or awaiting the completion of another activity. Programmed The project was approved/authorized and scheduled for a future budget year . Underway The project is in progress. Unfunded Funding has not been identified/allocated.
