1 Food Safety System Certification 22000fssc 22000food safety system certification 22000 fssc 22000 has been developed for the certification of food safety systems of the organizations in the food chain which process or manufacture animal products, perishable vegetal products, products with a long shelf life and (other) food ingredients like additives, vitamins and biocultures and food packaging certification bodies which have entered into an agreement with fssc 22000 are licensed to issue accredited fssc 22000 certificates. The fssc 22000 certification scheme is fully recognised and accepted by the Global Food Safety Initiative (GFSI) and by the European co-operation for Accreditation (EA). The independent, non-profit Foundation for Food Safety Certification, based in the Netherlands, retains the ownership and the copyright of the scheme and issues the licence agreements for certification of the fssc certification schemeISO-based supply chain approach.

ContentsThe fssc 22000 certification scheme sets out the requirements for certifica tion bodies to develop, implement and operate the fssc 22000 certification and to guarantee its impartiality and competence. fssc 22000 sets out the requirements to assess food safety systems of organizations in the food chain -companies and others- and to issue certificates.

3 The fssc 22000 certificate proves that the food safety systems of such organizations are in full compliance with all the fssc 22000 requirements. The added value for an organization with an fssc 22000 certi fied food safety system lies in the efforts made by the organization to maintain such system and its com mitment to continuously improve its Safety System Certification 22000 ( fssc 22000 ) is a robust, ISO-based, internationally accepted certification scheme for auditing and certification of food safety in the whole supply chain. fssc 22000 uses the existing standards ISO 22000 , ISO 22003 and technical specifications for sector PRPs, which were developed through a wide and open consultation with a large number of related organizations. ISO 22000 certified manufacturers can obtain full GFSI accepted fssc 22000 certification by meeting the requirements of technical specifications for sector PRPs and the additional scheme requirements.

4 ScopeFSSC 22000 is to be used for auditing and certification of food safety systems of organizations in the food chain which process or manufacture:perishable animal products ( meat, poultry, eggs, dairy and fish products);perishable vegetal products ( fresh fruits and fresh juices, preserved fruits, fresh vegetables, preserved vegetables);products with long shelf life at ambient temperature ( canned products, biscuits, snacks, oil, drinking water, beverages, pasta, flour, sugar, salt);(bio)chemical manufacturing ( vitamins, additives and bio- cultures) but excluding technical and technological aids;food packaging manufacturing ( direct, indirect contact with the food). fssc 22000 includes transportation and on site storage if part of the operation ( cheese ripening). 6 If this is confirmed and reported in the correct format by a certification body meeting the fssc 22000 requirements, a fssc 22000 certificate may follow for the remainder of the validity of the existing ISO 22000 certificate. The validation of existing certificates shall also include verification of auditor qualification and audit duration against fssc 22000 rules;do a full fssc 22000 audit including ISO 22000 , the applicable technical specification for sector PRPs and the additional fssc requirments. 7 In order to achieve this the Board consists of representatives of trade and industry, authorities and other parties in the food supply chain and is chaired by an independent Chairman with wide experience in the international food safety world. The operation and rules of the Board comply with the requirements set by the accreditation bodies which are members of the IAF Multilateral Recognition Agreement. The Board holds at least three meetings a case the Board has decided to make minor or major changes to the fssc 22000 scheme those will be published in a list of decisions on the fssc 22000 website. Also all revisions of documents related to the scheme are published on the Foundations website. The Board will publish an overall review of fssc 22000 at least every three years. All amend ments arising from the review will be published by the Foundation and made available to all of the Board of StakeholdersThe Board believes that there will be a further consolidation of GFSI approved food safety certification schemes with wider international acceptance in the whole supply expects a further increase of mu tual recognition of GFSI-accepted schemes by large manufacturers, retailers and caterers all over the sees an increase of public/ private cooperation on consumer food safety protection through private auditing and , independent, non profit food safety certification manage ment will increasingly be requested in all , the Board is committed to professionally manage all such ISO-based, private auditing and certification schemes for the whole food supply chain as international markets may need.

8 Associated certification bodiesOnly certification bodies associated with the Foundation are licensed to issue accredited fssc 22000 certificates. Licensing is based on an agreement between the Foundation for Food Safety Certification and the certification body and requires an accreditation for fssc 22000 . By entering into an agreement with the Foundation accredited certifi cation bodies are authorized to provide fssc 22000 certification. Accreditation is gained by a fssc 22000 -associated accreditation body which complies with the Regulation for accreditation bodies (Part III). Licensed certification bodies are obliged to strictly adhere to all requirements of the fssc 22000 scheme. Associated certification bodies are obliged to participate in consul tations on the interpretation of the fssc 22000 is in full compliance with all requirements of ISO 22000 , ISO 22003, technical specifications for sector PRPs and ISO/IEC 17021 accreditation bodies have to recognise the Food Safety Management System scheme fssc 22000 , owned by the Foundation for Food Safety Certification in the Netherlands, as a Certification Scheme that can be certificated under ISO/IEC 17021 accreditation.

The Foundation for Food Safety CertificationFSSC 22000 is owned and maintained by the non-profit, independent, Dutch-based Foundation for Food Safety Certification. The scheme is recognised by the GFSI and supported by FoodDrinkEurope (The European Organization for Food and Drink manu facturers), GMA (The Grocery Manu facturers Association in the USA) and many other international trade and food safety related organizations. The Foun dation facilitates and owns the scheme and manages its copyright with licence agreements.
