It applies to activeduty Soldiers approaching retirement and toreserve Soldiers upon becoming eligible forretired pay at age r o p o n e n t a n d e x c e p t i o n a u t h o r i t y .The proponent of this pamphlet is the DeputyChief of Staff for Personnel (DCSPER).

3 Theproponent has the authority to approve ex-ceptions to this regulation that are consistentwith controlling law and regulation. Propo-nents may delegate this approval authority, inwriting, to a division chief under Their super-vision within the proponent agency in thegrade of colonel or the civilian changes. Interim changes to thispamphlet are not official unless they are au-thenticated by the Administrative Assistant tothe Secretary of the Army. Users will destroyinterim changes on Their expiration dates un-less sooner superceded or Improvements.
