2 The facilities to which these rules and regulations apply are the LincolnTunnel, the Holland Tunnel, the George Washington Bridge Upper and LowerLevels, the Bayonne Bridge, the Goethals Bridge and the Outerbridge a screening for hazards, the USDOT has developed a regulatory classificationsystem for HAZARDOUS MATERIALS . These classifications are:1. Explosives2. Gases3. Flammable and combustible liquids4. Flammable solids, spontaneous combustible, dangerous when wet5. Oxidizers and organic peroxide6. Toxic and Infectious7.
3 Radioactive8. Corrosive9. Other dangerous goodsA well established international system of visually identifying vehicle hazard contentsby USDOT classification includes placards, labels, shipping papers, PACKINGGROUP and package marking. This system is designed to provide initial warningregarding the contents of HAZARDOUS MATERIALS shipments. This system also servesto alert transportation workers of the presence of HAZARDOUS MATERIALS in contents of this book rely on the 9 USDOT classifications to depict The PortAuthority rules and regulations governing the transport of HAZARDOUS materialsthrough these rules and regulations prescribed in this booklet supersede all previous PortAuthority regulations on the subject.

7 Concurring inrules and regulations adopted by the Port Authority for the regulation of its vehicularfacilities and prescribing proceedings and penalties in connection 544, Laws of New York, 1971, and Chapter 113, Laws of New Jersey,1932, respectively, grant to members of the police force of the Port Authority thepowers of police 401, Laws of New Jersey, 1983, and Chapter 415, Laws of New Jersey,1985, grant members of the police force of the Port Authority the power to enforceChapter 401, Laws of New Jersey, 1983, which regulates the transportation ofhazardous MATERIALS within New reference is made herein to USDOT regulations, it shall refer to thosesafety regulations of the United States Department of Transportation which governthe transportation of explosives and other HAZARDOUS MATERIALS by highway and, asthey have or will become effective, amendments thereto and any other regulationsconcerning such subject matter which shall be promulgated by the United StatesDepartment of.
8 The George Washington BridgeThe Bayonne BridgeThe Goethals BridgeThe Outerbridge CrossingThe Holland TunnelThe Lincoln TunnelAPPLICABILITY OF REGULATIONSThe regulations contained herein apply to the George Washington Bridge, theBayonne Bridge, the Goethals Bridge, the Outerbridge Crossing, the Holland Tunneland the Lincoln FOR BULK SHIPMENTS OF HAZARDOUS MATERIALSINSPECTION OF VEHICLE LOADAny vehicle whose load includes or is believed by a Port Authority Official to includeany HAZARDOUS material shall be subject to inspection prior to entering a tunnel or abridge in order to determine whether such entry would be in violation of rules andregulations, and no vehicle loaded with a HAZARDOUS material shall enter saidfacilities unless the driver shall first, on demand made by a Port Authority Official.
9 Exhibit a Bill of Lading or other shipping paper describing such article by thespecific name by which it is known in the "List of HAZARDOUS MATERIALS " contained inPart 172 of the USDOT regulations or as required by these material DISCHARGE NOTIFICATIONIf there is a spillage or discharge of a reportable quantity (RQ) from a single packageor a transport vehicle if not packaged, the US Coast Guard and National ResponseCenter (1-800-424-8802) must be contacted upon discovery of the LIMITATIONSWhen two or more HAZARDOUS MATERIALS with different quantity limitations - as givenin these regulations are transported at the same time, their combined weight shallnot exceed the maximum allowed for the article having the more restrictive WEAPONSNo vehicle shall enter the George Washington Bridge, the Bayonne Bridge, theGoethals Bridge, the Outerbridge Crossing.
10 The Holland Tunnel or the LincolnTunnel if its load includes any nuclear weapon of war employing atomic fission orradioactive force, or any component part of such weapon containing a fissionablematerial as defined by USDOT MATERIALSV ehicles entering upon either the George Washington Bridge, the Bayonne Bridge,the Goethals Bridge or the Outerbridge Crossing that have loads which includesany highway route controlled quantity radioactive MATERIALS as defined by USDOT regulations, or any other radioactive material for which placarding is required byUSDOT regulations shall be subject to inspection to ensure compliance withapplicable federal and state vehicle shall enter upon the George Washington Bridge Upper Level, theBayonne Bridge, the Goethals Bridge or the Outerbridge Crossing if its loadincludes any of the following USDOT hazard classes or divisions: Class 1, , , , except under the following conditions.
