Higher Education Department Government of Odisha Principle for DBT of Cash in lieu of Laptop to 12th pass out meritorious students in the State under Biju Yuva Sashaktikaran Yojana - Yojana 2020-21. Higher Education Department , Government of Odisha have been distributing free laptops to the 12th pass out meritorious students since last Six years since the year 2013. Higher Education Department , Government of Odisha have been distributing free laptops to the 12th pass out meritorious students since last Six years since the year 2013. 2 Science 5000. Commerce 1500. SC/ST Students Arts 2500. Science 2000. Commerce 500. The merit list would cover all the ST/SC students who had passed in 1st Division. After covering the 1st division students within the allotted numbers if any surplus number remains in the allotted quota in SC & ST category of students in the respective streams then it was to be further distributed on 50:50 ratio between the ST & SC students. Year 2015 & 2016 : During the year 2015 & 2016 , the Government further decided to include the Vocational students passing from CHSE (O) and Upashastri students passing from Shree Jagannath Sanskrit University, Puri under this scheme. Hence, the revised allotm allotment of laptops was as follows. General Students SC/ST Students Base Number Arts 3100 2300 5400.

3 Science 5000 2000 7000. Commerce 1500 500 2000. Vocational 100 100 200. Sanskrit 300 100 400. Total 10000 5000 15000. The above mentioned allotment continued till 2018. Year 2019 : It was felt that there was lack of proportionate representation of meritorious students from the backward districts if laptops are distributed basing on State level pass percentage. As they failed to compete with the students of advanced districts/urban based colleges on merit, thus failed to avail laptops. Therefore, for widespread representation, in the year 2019 it was decided to allot the laptops based on the district level pass percentage instead of state level pass percentage. Accordingly, the procedure for selection has been slightly changed. formula adopted for stream wise selection of number of students in each district: No of students = Students passed in Science Stream in the District * No.

4 Of laptops earmarked for Science Stream Total no. of Students passed in Science Stream in Odisha The reservation for SC/ST has been followed such as: and respectively has been included while preparing the district wise merit list. Method of selection of students for the year 2020: To make the stream wise, category wise allotment more accurate the allotment approved in the EFC meeting held on and decisions taken by Government in 2014. for the years 2015 , 2016 , 2017, 2018 and in 2019 for the year 2019 have been taken into consideration and the allotments have been made as mentioned below. The total number of beneficiaries under General Category=10,000 and SC/ST. category=5000. Therefore, there is a need to bifurcate 5000 students between SC & ST. stream wise which has been done basing upon their reservation in the State, , for ST and for SC, total = Thus, the following formula has been adopted for the purpose.

5 Total number allocated to SC and ST students in a particular stream/Percentage of reservation for SC and ST together * Reservation% for SC or ST. For example: Total number allocated to SC and ST students together in Arts stream=2300. Number allocated for SC students=2300 * rounded off to 965. Now, with a view to be more student centric, the State Government have decided to make the system faster & transparent. Therefore, instead of distributing the Laptops physically under Biju Yuva Sashaktikaran Yojana it has been decided to convert the distribution scheme to a Direct Benefit Transfer (DBT) scheme with effect from the financial year 2020-21, whereby Rs 30,000/- will be transferred to the bank account of beneficiary student directly.

6 This will give flexibility and ample opportunity to a student to use the money transferred to his/her account in different possible ways helpful to him/her. He/she can even add his/her own money and can go for a high end laptop/desktop/tablet which can keep him/her abreast of the changing world. Further, the stream wise and category wise pass out number of students have been collected from CHSE (O). For better transparency, the students have been selected basing on the respective district's success/passing percentage of students category wise. The formula for district wise allocation is: District wise allocation for a particular stream = {Total pass of the district (category)/ Total pass of state (category/ stream)} * No of laptops/beneficiaries allocated for that (stream/ category).

While, meeting the targeted calculated no. of a particular stream/category of a particular district, it has been observed that same mark has been scored by 5-10. students. Hence the previous highest mark has been considered. Since inception, it has been observed that after publication of the list of cut-off marks for 15000 students, some students generally approach this Department after re-addition of marks / caste change in the 12th mark sheet. Accordingly, looking at the number of balance laptops, this Department used to publish the supplementary list for those students to get laptops.

8 But, from this year onwards, as the fund will be directly credited to the student's account, there is no scope for publishing additional number of allocation beyond 15000. So, the primary list of 14,919 students have been prepared and 81 nos of allocation has been kept as reserve for those students who might apply after re-addition of marks /change of marks in the 12th mark sheets. In case nobody/less claim comes to this Department , the remaining fund may be transferred to the students awaiting in the primary/ initial list. Instruction to beneficiaries to avail DBT facility:- i. The meritorious students who pass 12th level from CHSE, Odisha , would be eligible to receive ,000/- (Rupees thirty thousand) only in lieu of laptop under the Scheme. The vocational students passing from CHSE (O) and Upashastri students passing from Shri Jagannath Sanskrit Vishwavidyalaya, Puri are also eligible to get the same benefits.

9 The selection of students under the scheme would be taken from 12th results conducted by CHSE, Odisha on the basis of merit under each category. ii. Merit list of 15,000 students for this purpose shall be drawn from annual Higher Secondary examination passed students on the basis of the pass percentage of a district. iii. Budget provision of Crs (15000 * Rs 30,000/-) shall be made for the said purpose through state plan scheme. iv. An online module by integrating the SAMS database has been developed so as to facilitate smooth implementation of the scheme for transfer of funds to the student's bank account directly. The selected meritorious students are required to upload their details in the DBT module link given in this Department 's website by 18th March 2021. v. Soon after the entries of details of the students through the link, the same will be auto validated with the beneficiary's mobile number.

10 Then the valid list will be published. vi. While filling up the details in the online application, in case of any difficulty the students may email to or call on 0674-2954600. If the student wants to change the mobile number in the SAMS database to fill up the online application form, the student will have to send the self attested copy of Aadhaar card and duly filled in form as mentioned in Annexure-A by e-mail to The same will be updated within one (01) working day. vii. Last date of uploading the beneficiary details in link given at Department website is 18-March-2021. Claim beyond the last date would not be entertained. viii. Soon after publication of select list of candidates, students who have any grievance (regarding caste change, mark re-addition, etc.) shall place the same before the concerned Principals.
